In Miami, 2000, and around the country, the Bush vs Gore for the presidency of the United States campaign is underway. The most talked-about issue leading up to the election was that whichever candidate won Florida, would win the whole thing. Miami, once a cultural wasteland in the 1970s and 1980s, emerged with the attractiveness of South Beach and the influx of the Cuban people. The Cubans become the heartbeat of city and dominate local politics on the peninsula. Alex Penelas is cast as America's sexiest politician. He had learned to be democrat and operate in the traditional Cuban ways successfully. He was elected the Executive Mayor of Dade County.
In the year leading up to this contest, one name would become synonymous with the disaster that it would become and that is Elian Gonzalez. Elian was an innocent little boy that survived a trip from Cuba to Florida - a trip in which he lost his mother - and became a pawn in the game of politics. The uproar was over whether or not Elian should remain in the United States or be sent back to Cuba to be with his father.
Armando Gutierrez, a very influential political consultant to judges, became the family spokesman. Rosa Rodriguez, a judge he helped elect, rules that Elian would stay in America for at least two more months until his case is resolved. Janet Reno, the US Attorney general, indicates that the case is a federal immigration matter. Gutierrez used the power of Cuban-American radio in the region to drive opinion. The Republican party took note and began to flock to Florida for photo opportunities with Elian. It became a divisive issue both between the Democrats and the G.O.P but also between Clinton and Gore. At one point, Mayor Penelas said the potential protests and violence would be at the hands of Reno and Clinton. Then, in a Ted Koppel interview, Penelas backed down and promised local support if federal intervention became necessary.
The outcome finally came when Janet Reno gave the go-ahead to forcibly remove Elian from his Miami home and have him sent back to his father in Cuba. Riots ensued, blame was placed, and payback was sought. A revenge vote against the democrats was promised and pledged to George W. Bush. Penelas, funded by democrats, won reelection for mayor in September, 2000. In October, however, Penelas failed to appear at a press conference organized by the Gore campaign where Penelas and the mayor of Hialeah were set to endorse Gore and support his remarks that he did not agree with the Clinton administration's action against Elian. George W. Bush relied on his brother, Florida governor Jeb Bush to spur a big turn out the vote effort. Both Gore and Bush held rallies in South Florida as the campaign season neared its end.
On election day, November 7, 2000, the television networks called Florida for Al Gore early in the evening. Later they had to recant and put Florida back in the undecided column. Fox news was the first network to declare Florida for George W. Bush and declare him the winner of the presidential election. The other networks followed suit and Al Gore made a concession call to George W. Bush. However, on the way to the War Memorial in Nashville where Gore was to speak to his supporters, he made another call to Bush withdrawing his concession on the advice of his advisers. The final tallies showed that Bush had won by just over 900 votes which triggered an automatic recount in the state.
Katherine Harris, the Florida Secretary of State, was put in charge of the recount despite her major role in the Bush campaign in Florida. The Democrat sent in Warren Christopher to represent Gore in the recount. He treated the controversy as a high-minded constitutional debate. James Baker was the official G.O.P representative and he was assisted by Roger Stone. First, Palm Beach County voters protested a confusing ballot where 19000 ballots were tossed out for double punches. On the butterfly ballot, Pat Buchanan's name was slightly above Al Gore's name which was claimed to cause confusion. Satisfied that efforts were satisfactory in that county. Stone headed to Miami Dade county. The voting machines in Miami Dade County were IBM punch card readers. If the machines were not properly cleaned, sometimes chads were not pushed through or hung on the ballot and were not counted. As the machine recounts proceed, Gore demands a manual recount of ballots which Bush rejects. Oddly, Miami-Dade County elections officials do not begin recounts when other counties do. Only when a board of local officials vote, a manual recount of ballots begins. The Bush campaign sues that the hand recount should be stopped. Republicans organize supporters on the street in front of the counting centers. They created slogans and t-shirts including the creative "Sore Loserman" placard as a play on words of Gore Lieberman yard sigh. The Gore campaign fought in the courts and at the counting centers but did not participate in the street battles and thus lost in the court of public opinion.
On November 21, the courts allowed a five day deadline for recounts to conclude. Further they ruled the uncounted ballots should be considered. The Democrats won that that round of litigation. Approximately 10,700 ballots in Miami Dade County were set aside because the machines could not count them. Republican operatives lead by Roger Stone incited protesters to storm the counting center demanding to see the ballots. The Chairman of the Democratic party is accused of stealing a ballot and chased by protesters. Meanwhile, Mayor Alex Penelas was said to be meeting with republican leaders in Tallahassee bargaining to carve out a congressional district for his future run. This became know at the Brooks Brothers Brigade riot.
Given the approaching deadline, the three-member canvassing board in Miami-Dade votes to stop the manual recount. Two of the three members of the canvassing board had been clients of Armando Gutierrez. The court battles continue. The 3rd District Appeals court does not require the recount to continue. Then the Florida Supreme Court orders all counties to hand count uncounted votes. Finally, the United States Supreme Court halts all recounts giving George W. Bush the win. Democrats claim the election was stolen. Gore makes a concession speech. Alex Penelas was scapegoated by Democrats because he did not control the Brooks Brothers uprising. Gore singles him out as dishonest and treacherous politician which effectively ends his political career.
Questions persist how much might have changed if the Miami Dade votes had been counted and how different the world might be. The history of the United States may well be different in its progress on climate change, the wars it entered during the Bush administration, how the 911 tragedy might have been avoided. It was theorized that this election marked the large political divide that the United State experiences today

Struggling private investigator Louis Simo treats his work more as a means to make a living than a want to do right by what few clients he has. Through connections with the investigation firm for which he used to work, Simo is hired by Helen Bessolo to investigate the death of her son, actor George Reeves. Reeves was best known for his title role in Adventures of Superman (1952), a role which he always despised, in part since it typecast him as a "cartoon", despite it bringing him a certain fame. His June 16, 1959 death by a single gunshot wound while in his bedroom in his Los Angeles home was ruled a suicide by the police, the death which occurred when the house was filled with people. Reeves' story is told in part in flashback as Simo, who is trying to make a name for himself with this case, talks to or tries to talk to some of the players involved, most specifically the wife of MGM General Manager E.J. Mannix, Toni Mannix, with whom Reeves was having a relatively open and gift-lucrative affair (she bought him that house), and Reeves' fiancée at the time of his death, Lenore Lemmon, an aspiring actress who some felt didn't love Reeves (or vice versa). As Simo proceeds with his high-profile investigation, he learns that someone doesn't want him snooping around. Through the process, Simo evaluates his own professional and personal life, the latter of which includes a somewhat strained relationship with his wife and son.—Huggo

Elena McMahon (Anne Hathaway) is a journalist reporting out of the Atlantic Post's Central American bureau in El Salvador who is forced to flee during the civil war. During her coverage, she wonders how so many arms and guns found their way into El Salvador. Who was profiting from the war and why?
A few years later she's pushing to reopen the bureau, but her editor reveals that Congress is secretly pressuring the paper to dial back their coverage of Central and South American affairs (Elena had been asking questions about the CIA laying mines around Nicaraguan ports to block their trade. The Contras are the rebel group in Nicaragua and there is speculation that the Reagan administration is supporting them, even though the Congress has prohibited funding them explicitly), so reopening the bureau isn't an option. Elena is angry as she had tracked the bullet casings from El Salvador to Missourie. She was close to a breakthrough on the story.
Instead, he reassigns Elena to cover Ronald Reagan's re-election campaign in 1984.Elena reluctantly agrees to meet with her absentee father, Dick (Willem Dafoe). She deduces that he's still involved in trafficking illegal contraband, but also realizes that he is suffering from dementia.
She embarks on Reagan's campaign trail. In Cincinnati, she uses her acquaintance with Helena Shultz to get a seat at the table of her husband, Secretary of State George Shultz (she had earlier questioned Shultz on the mines around Nicaraguan ports) during Helena's birthday party. She attempts to question him but he stonewalls her until a staffer intervenes.
Secretary Shultz meets with Ambassador-at-Large Treat Morrison (Ben Affleck), who has been looking into Elena's background since her original encounter with Shultz. Morrison is in favor of letting Elena report on Nicaragua, as her coverage justifies military intervention in the country.In Houston she meets with General Gus Sharp who had previously identified American shell casings in El Salvador as coming from a stockpile in Missouri. She shows him surveillance photos of shipping containers, which Sharp identifies as surplus arms from various National Guard units, including the 20th Special Forces. Arms travel to Florida and from there to all countries close to Nicaragua and from there into Nicaragua itself.
Elena again takes her story to the editor that the US administration is arming the rebels in Nicaragua against the Government. Her editor wont budge on publishing her story.Elena receives a call that Dick has been hospitalized. She hands off her assignment to her friend Alma (Rosie Perez) and goes to Florida to take care of him. Dick begs her to meet his business associate, Sedlow (Mel Rodriguez), for an important deal that he has setup (he says that the deal has been put up on credit, as he is supposed to get paid $ 1 MM in traveler's checks on delivery. Half of it has to go to the loan sharks. So he needs to pay $500K to the sharks, whether he delivers the guns or not). She reluctantly agrees to effectively become an arms dealer, allowing her to investigate the story from the inside. Sedlow gives her specific instructions for how to deliver a large arms shipment to Costa Rica. She is to receive payment in traveler's checks, but upon arriving in Costa Rica the buyer, Jones (Edi Gathegi), shorts her, also paying in cocaine. When the cargo pilot she flew in with leaves without her, Jones drives her to San Jose. She seizes an opportunity to take his gun and vehicle, driving herself the rest of the way. Elena calls Alma from San Jose, and wants to know about MAx Epperson (a named that Dick gave her for when she got in trouble). Alma says she couldn't find anything on Max, but a guy named Bob Weir kept coming up during her South America investigations. They both think Bob Weir is CIA. She checks into a hotel room, where Sedlow calls, having tracker her down. Elena threatens him to get her out, as she knows that the payment was in drugs and not checks, as promised. The morning, she gets her flight ticket under the door.
When leaving Costa Rica she discovers the passport she was given has the name Elise Meyer. She manages to depart, narrowly avoiding trouble when her cab driver is stopped by security with her bag (she had left the bag in the taxi and the cab driver brought it her when she was at immigration counter) containing the cocaine and gun; the bag has her father's male name on it, so the cab driver is arrested.Elena ends up in Antigua, where she learns that her father has passed away. She attempts to enter the American embassy so she can get a proper passport, but it is the 4th of July, and nobody is available. Dejected, she returns to her hotel, where Morrison arrives, who hides his true agenda. Morrison knows that with a fake passport Elena has no way back home. She admits that she came on a ghost plane and she didn't get paid either. She came for her father and stayed for the story.
After some mild verbal sparring, Elena sleeps with Morrison. She confesses to him who her father is and what she has been doing for him in Central America, believing that her focus on this story was motivated by the fact that she's losing her connection to her daughter, Cat (Onata Aprile), who's enrolled in a boarding school, and her work will be all she has. She says she thought Morrison was the man sent by Washington to kill her.The next day, Elena is by the hotel pool when Jones arrives and rescues her from an attack by gunmen. He escorts her to safety and explains to her that the deal her father was offered was fake, meant to lure Dick out of hiding. He argues that Elena coming instead of Dick was a mistake and US is still trying to figure out how to close the file on her. Elena talks to Alma and realizes that Jone is French intelligence (Alma told her that there was a French operative down there) and the attack on the hotel was staged to originally kill Dick, but Elena showed up instead.
Elena walls Morrison, who puts her in touch with Paul Schuster (Toby Jones), who gives her a place to stay while things get sorted out. Elena uses this time to hides all her notes and materials in Paul's house. One night Elena sees a mysterious person meet Paul and she recognizes this man as Dick's business partner Max Epperson, and suspects that Max is also the CIA under cover man Bob Weir. Bob is known as the one who ties lose ends.
After several days at Paul's, Morrison reaches out and lays out a plan to get her home, where she can break the story on the arms deals. The next day, a shooter arrives at Paul's, killing him and his staff before calling out to Elena. She turns around to see Morrison, who fatally shoots her. It is shown that Jones arrives and finds Elena's materials, which he takes with him.Morrison gives official testimony claiming he shot in self-defense. Meanwhile, Jones issues an official report to his superiors in French Intelligence revealing he had been trying to protect Elena. Finally, Alma uses all of the notes and information gathered by Elena to posthumously publish the story of the Iran-Contra Affair.
US sold arms to Iran, to fund the Contras, in contravention to the laws of Congress.

In Leonardo, New Jersey, Jay and Silent Bob (Jason Mewes and Kevin Smith) are getting by through growing marijuana in the old RST Video Store, disguised as a chicken sandwich restaurant called "Cock Smoker". They are raided by a SWAT team and taken to court where they are appointed a lawyer (Justin Long), who makes them sign a document before the trial begins. The lawyer then convinces the judge (Craig Robinson) that their business was actually a temporary pop-up shop promoting an upcoming movie. Jay and Silent Bob win their freedom, but another trial immediately begins. The lawyer switches sides, defending a representative of Saban Films, who optioned Bluntman and Chronic. As Saban is planning a big-budget reboot, Bluntman v Chronic, the lawyer claims that Jay and Bob had legally signed away their naming rights to Saban, and thus cannot self-identify as "Jay and Silent Bob" ever again.Furious, Jay and Silent Bob visit Brodie Bruce (Jason Lee), whose store, Brodie's Secret Stash, now operates at the abandoned mall. He tells them about the Bluntman and Chronic reboot, which is being directed by Kevin Smith. The film is largely completed already, but a large action scene is to be shot at the annual fan convention Chronic-Con in Hollywood. Jay and Bob have three days to get to Los Angeles to stop the film from being completed and win back their identities. When the two learn that they are on a No-Fly List, they steal an arrogant businessman's (Ralph Garman) credit card information and order a Ride Me Now to California.They arrive in Chicago, but when the driver (Fred Armisen) confesses that he has never smoked marijuana, Jay gives him a joint to enjoy as his first. He smokes outside of Mooby's, where he is immediately arrested while Jay and Bob are distracted. After placing an order, Jay looks at a nearby TV and recognizes Justice (Shannon Elizabeth), his former girlfriend, who is now a weatherperson. Jay and Bob find where Justice lives and pay her a visit. Justice faints in surprise and the duo are then knocked out and taken prisoner by a girl wearing a hockey mask. They awaken, tied up in Justice's living room, where Justice tells Jay he left her heartbroken by never visiting her in jail. She has since married and given birth to their love child, named Millennium Faulken (Harley Quinn Smith). She introduces Jay to their daughter, but urges Jay to never reveal his identity to her. Outside, Millennium (known as "Milly"), revealed to be the same masked girl from earlier, introduces Jay and Silent Bob to her best friend Soapy (Treshelle Edmond), who is deaf and communicates in sign language.Justice leaves for vacation with her wife Reggie (Rosario Dawson), and Milly forces Jay to take her to Hollywood with him and Bob. They reluctantly agree and take the ride-share. Milly drugs Jay and Bob with a very strong edible, which leads to a dream in which Jay receives parenting advice from Redman and Method Man, the stars of Jay's favorite film How High. They wake up on a highway in New Orleans, where they meet Milly's two other friends, Jihad (Aparna Brielle) and Shan Yu (Alice Wen). They tell Jay that they want to visit Chronic-Con because Shan Yu, an immigrant from China, is a huge fan of the first Bluntman and Chronic film and it is her dream to attend Chronic-Con before she has to return to China. They steal a van from a victim Milly seduced through a pedophile chat-room and drive to California. Jay, wanting to be protective of his daughter, asks about her friends. He learns that Jihad was brought to America after her brother tried to kill her for being sexually assaulted. Milly admits that her behavior is attributed to her never knowing her father.Jay and Bob are abandoned once again at a Mooby's, and are confronted by their first ride-share driver, angry at the two for ruining his life. Jay and Bob steal his car and search for the van. They find the van in a vacant area, where the Ku Klux Klan are having a rally. They have kidnapped the girls and plan to kill them. Bob steals a klan hood and passes himself off as the new Grand Dragon to distract them while Jay rescues the girls. In the van, they throw a portable toilet at the Klansmen, covering them in feces, and the group flees from the scene. They make it to California, where Jay tries to bond with Milly, still never revealing their relation per Justice's wishes. They make it to Chronic-Con where they sneak in. Jay and Bob split with the girls, as they plan to ruin the shoot, but the girls want to be extras in the film to fulfill Shan Yu's dream. They agree to part ways, with Jay hugging Milly and letting her know he is proud of her.Jay and Bob try to sneak past a familiar security guard (Diedrich Bader), who chases them through panel after panel. They hide in an empty panel room where they are met by Holden McNeil (Ben Affleck). He has just finished recording a podcast with Alyssa Jones (Joey Lauren Adams), who is adapting Holden's Chasing Amy comic into a Netflix original series. The two have maintained a platonic friendship over the years and Holden has donated his sperm to Alyssa and her wife (Virginia Smith) so they may have a child, whom he helps co-parent. He introduces Jay and Bob to their daughter, Amy (Logan Lee Mewes). Holden tells Jay that fatherhood gave him a new purpose in life. This inspires Jay to abort their mission and be a father to Milly. Holden gives them VIP badges, which grants him and the girls access to the panel with Kevin Smith. After showing a clip of the film, Smith goes backstage to take a break before shooting the big scene. Noticing that Bob bears a great resemblance to Smith, Milly sneaks backstage and knocks out Smith, giving Bob Smith's clothes to disguise himself. They bring Milly and Shan Yu on stage to film the scene, but Shan Yu sees through their ruse and knocks Bob unconscious, bringing out the real Kevin Smith. Bob is thrown out of the hall and Shan Yu reveals herself to be a Russian spy, bent on destroying American pop culture conventions. After Jay insults Shan Yu, she turns her gun on him, at which point he reveals to Milly that he is her father. Bob regains consciousness outside and steals a large metal "Iron Bob" suit that was to be used in the filming of the scene. Controlling the suit, Bob incites a riot at the panel and disarms Shan Yu and her henchmen.After making their way back home, Jay shows Milly the Quick Stop. Bob brings them coffee as Jay tells Milly his stories of his and Bob's adventures, including meeting Justice. Dante Hicks (Brian O'Halloran) arrives to open Quick Stop and bemoans the fact that the steel shutters are once again jammed closed.In a post-credits scene, Jay tells Milly that for the past twenty-five years, he and Bob have been pulling pranks on Dante by jamming gum in the locks.
